I was at the TW talk at Collectormania when JB first announced S4, and before he made the 'big announcement' he double checked with his manager (who was standing at the side of the stage) that it was OK to tell people about it. So whatever RTD is saying now, when JB made the announcement they seemed pretty certain about it. (Collectormania was a couple of days before JB did the radio interview when he also mentioned s4)
