My head's a bit all over the place with this announcement! When he popped up in the betting only recently I thought it was just a red herring, much the same as when Owen's Burn Gorman's name came up.
I'm not disappointed and I'll watch with interest, but things could be a bit creepy if he has a very young Companion.
But since my first love is Torchwood my first honest reaction was Fuck yes, let the CoE rewrites begin !!! .
