Can't remember the exact scene, but Jack was telling Gwen all about Torchwood/what he does. Gwen (half joking) asked him "When do you sleep?" Jack's reply was "I don't" Now I never took that literally. I thought he was just winding Gwen up a bit at that point. Jack seems to have all the other basic body functions that non-immortals do - he still eats and drinks - so there's no logical reason why he wouldn't need sleep - maybe not as much as a regular human, but some anyway.
