I don't know if I ascribe it to pettiness and spite, I think he really thinks it is awesome and groundbreaking and whatnot. That said, I think you're probably right about his hopes of hype stirring up a bigger audience for the finale, and also that we will not get anything even resembling satisfying closure regarding Jack. The last time I remember this series giving us what we wanted was Dalek.
