Dood, if all TW agents dies young, TW wouldn't be able to survive as an organization for long. Point of fact there's only never getting killed off Gwen left, I suspect that if RTD would have his way and BBC doesn't make him put Jack back in for S4, he effectively wrote Jack out of TW at the end of CoE. Telling us TW is OMG dangerous in interviews to stop people from complaining about the high death rate in the show just makes it look like RTD not thinking things through while building a "realistic" world.
Yes to everything about Jack and one of the biggest reason why I'm never going to think of CoE as canon, there's so much fail in it I just can't take it as the seriously serious drama as RTD claimed it's suppose to be.
