Gwen is safe because Eve Myles is the shows leading female. Gareth, Burn, Naoko and Kai are the shows expendable supports.
The only reason why I'm not convinced that Ianto will be killed off in series 3 is because the writers would be repeating themselves at the start of S4 - ie let the team get over the deaths of Owen and Tosh in series 3 and then repeat the situation all over again in series 4 with Ianto.
It all boils down to whether RTD thinks Ianto is too important to the show to lose at the moment, especially so close to lossing Owen and Tosh.
