I was thinking along this line myself. Hasn't RTD said he kept Ianto alive in season 2 (turning Owen into a zombie in his place) "so Gareth will love me"? Keeping Ianto alive through season 3 should make Gareth love him that much more.
Unless, of course, the whole "Pie" thing has turned RTD's interest elsewhere. (But he seems able to direct his interest in several directions at once, and, looking at Ianto in cionaudha's picture above, I'm doubting his interest in GDL is fading in the least.)
