I'd be surprised if he didn't have a kids somewhere/sometime.
And even if the "fangirls imposing this weird-arsed hetero, monogamous, full-disclosure, true-love view on this relationship" (well said I must say) are so into pushing the mongamous angle (which I'm sure Jack is capable of) he is still over 150yrs old, not counting the underground time.
He has had others in his life, Ianto isn't the be all and end all, and we have been shown this, as well as the idea the Jack will walk away from those he loves rather than put them through his pain.
We know Jack is been around the block and every action has a reaction. The only thing that I'm surprised about is that the concept of Jack having kids out there has only just come up, been mentioned/used on the show.
