I think your suspicion's probably correct, I don't think they wanted to go into the whole buried alive thing, so they just avoided showing Jack having any downtime. But, again, that brings it back to the whole tightening up thing, and the no-bible approach, they seem to consistently fail at taking into account what the bigger picture they're painting actually looks like. Nobody seems to be keeping an eye on what happens if you fail to show any evidence of a romatic relationship in, say, four episodes in a row, and then top that off with not showing it in Exit Wounds. It makes perfect sense in each individual story, it makes sense, for example, that Ianto would play down the significance of the relationship towards Martha in Reset, he doesn't know Martha, and he doesn't know what, if anything, Jack's told her, so he's not going to go blurting declarations of love to the girl. But when you put all those scenes, and absence of scenes together (especially in terms of the writing, a lot is compensated by little acting choices by people like Gareth, but not everyone's going to notice that sort of thing) you start presenting a slightly skewed picture to the audience.
