Hoo boy! I guess yeah, if you hadn't seen that scene you'd assume it was mostly casual (although Jack's eagerness in the KKBB scene does perhaps hint at more).
There was a point where I was more sympathetic to the idea of keeping it in the background because it's not supposed to be a relationship focused show but someone pointed out (possibly even you?) that Gwen/Rhys gets far more screen time in terms of seeing their actual relationship than Jack/Ianto does despite the fact that Rhys is only a supporting character and that makes it feel very unbalanced.
I'm hoping they'll have got it a bit more together in the next series and have all the writers on the same page about where they are. I guess that's one advantage of the five specials approach - it'll have to be pretty tightly written and laced together rather than the slightly random feeling of some of season 2.
