Yeah, I think KKBB set the bar way too high, in that the office scene really made a lot of people expect a development that seemed to be absent from Meat onwards. We get Ianto setting out terms for what would appear to be a relationship, Jack rather squeefully agreeing to those terms, and then as the series progresses all we're really shown is that they've resumed their sexual relationship and nothing more. I think what they meant for us to infer from KKBB-Sleeper-TTLM is that they were in a relationship now, and we have to take that as read for the rest of the series. But that's a lot to ask of the audience when you hardly even allude to that relationship from that point on.
I had an online argument with a guy on DWF who said Jack patently had NO FEELINGS WHATSOEVER for Ianto. It turned out he'd been on holiday and missed TTLM. I think the storytelling's just a bit off when you can miss one epiosde, and in this case, one scene really, and interpret the entire series so radically differently.
