'Jack's a touchy-feely kind of guy, but almost never with Ianto.' I've always thought that meant they had some kind of understanding that Jack won't touch Ianto at work because Ianto doesn't want it to appear like favoritism- if only to himself (both the shoulder touch and the kiss in TTLM took place after work). Considering how Ianto tried to get his job in the first place, could you blame him?.
