Yeah, that tends to be my take on that CIA one. Ianto knows full well Jack's been at Torchwood for forever. Even back when I watched series 1 as it aired, I thought Ianto knew far more about Jack than he was letting on. They kind of fed us that suspicion by telling us he worked at TW1 before the show even started.
