I think so. I've heard a few rumours that Barrowman's getting a bit itchy to leave. Plus, I think the BBC are looking to get as much out of TW as they possibly can through BBCA, and I think they might be looking to rework both Doctor Who AND Torchwood for 2010, which is allegedly when Tennant leaves, but also, I just learned from one of my loyal readers, when the SciFi Channel's rights are up, and BBCA could feasibly take back the rights to Who. So yeah, I think there's a few reasons they're trying to rejig the franchise for the future.
