Jack's tendency to think with his dick heart sometimes compromises his leadership. Arguably it was a factor in his decision to allow Ianto to stay after Cyberwoman. OTOH, I don't think it's all in his pants; I think Gwen is often genuinely able to persuade him she's right. I wonder if he sees her as an auxiliary conscience.
