Yes, while I'm on the subject, Ianto also has been shown to own a ridiculous amount of what look to be reasonably top-end suits, which made me raise an eyebrow. And then last week it transpired that he owned what struck me as a ludicrously expensive car for someone his age.

Could just be Torchwood pays very well (or Torchwood 1 did) - Owen's flat is bound to set him back a bit.

Maybe Jack hires people on the basis that they're willing to be paid in magic beans. Or they don't actually get paid but the Queen lets come have a rummage through her jewellry if they need some cash. (Where is the comedy RPF with the Queen or whoever replaced Harriet as PM, I want to know.)

I dunno. Torchwood One presumably did (Yvonne's Queen and Country bit) : there must have been some authority higher than them - or the other Torchwoods wouldn't still be going after the central office got destroyed in the Battle of Canary Wharf - and we know it isn't the government because of what Harriet says in TCI. So I'm guessing it's the Queen.
