Don't know if you saw the fan reports from the Hub convention last year at Northhampton, but at one point the actors are asked what they would like for Xmas, and GDL said,"'Hidden Depths of Ianto Jones' -- a new 13 part series written by Russel T Davies."
JB said,"You'll have to work very hard."
GDL replied,"Well, I've been doing my jaw exercises." and he made various jaw movements. (Please note I quote from memory, so I could be paraphrasing)
Then both JB and GDL burst out laughing and JB said,"I'll write you a 13 part series right now."

Well, my point is that this seems to somewhat corroborate our suspicions about RTD's dishonest designs.
