No, the ming mongs referred to the "overenthusiastic" fans. Like the ones who freaked out because the TARDIS in the new series isn't the proper dimensions for an actual Police Call Box. (hence the joke line in Blink)

It had nothing to so with nationality. It was mostly directed at the English fan, if anything.
