Yes. Again, it's the power imbalance created by a showing Jack as being so ambiguous. He's already Ianto's boss, he's older, he's more experienced. That's pretty damn nearly enough to make it uncomfortable as it is, without leaving us so confused as to what Jack's feelings are, when Ianto's are blatantly clear.
