It's a minor character from Beyblade named Lee, Beyblade being a Japanese cartoon big in around 2000-2002. Photoshopped a still to make the icon. And I know what you mean about blurry icons, or unreadable ones.

BTW, have you see the promo pic backwards? Eve and Gareth look weird when it's flipped.
