On some piece of web content (I'm nearly sure it was the Captain's Blog) it's ponted out that Ianto is the only team member actually talking to Jack after he gave up Jasmine.

The basics of my take on it would be that after the events of Cyberwoman Ianto would understand that sacrafices need to be made for the greater good.
