I felt the same way about Jack's reaction to Ianto/Lisa in comparison to his reaction to Tosh/Mary. His feelings towards Ianto are much more personal, whether it be because of "Big George" or because he went out on such a limb to bring Ianto onto the team (although I wonder if anyone had even given a thought to what would be shown in "Fragments" when "Cyberwoman" was written. Torchwood=plot holes, remember...) And his feelings towards Tosh are much more protective, and I must again question if they already had the backgrounds shown in "Fragments" in mind or if they just hadn't given it any thought. It's obvious from "Fragments" that the attraction between Jack and Ianto is already there, but nothing gives me the impression that Ianto, at least, planned to act upon it. If, as GDL has indicated he plays it, this is the first time Ianto's been with a man, it would never have started that fast. (Not even the fabled Captain Jack Harkness can convert an apparent straight guy THAT fast!)
