Personally, I think Gardner is probably trying to engineer a BBCA/BBC co-production setup for Torchwood, as it's such a huge programme on BBCA, and I think she's probably trying to put the pressure on BBCA to put some money where their mouth is, especially given the fact that she talked to TV Guide of all people.
